Computer problems

Q's computer seems to have a HDD problem and it will sometimes refuse to boot up. Sometimes it boots up fine. I have no problem getting a new HDD and installing it, but I can't just copy windows from one HDD to another, can I? So do I have to buy a new copy of Windows to rescue her computer?
Oddly, her other HDD (which we transplanted from her old computer; it's IDE) failed recently, too, which makes me wonder if there isn't some bigger issue.
